Deputies Suspended for False Reports
Two Pinellas County deputies were suspended after making a false arrest report, according to an internal affairs investigation and the St Pete Times. The DUI cops conducted a traffic stop that resulted in a Driving Under the Influence charge and a window tint infraction. In court, the cop gave testimony that contradicted his arrest report. Further investigation revealed that the cop searched the vehicle without gaining consent, even though a report said he had consent. In the same traffic stop, another Deputy made a false report. The internal affairs investigation says that cop lied in his report about reading the suspect his Miranda rights.
Driving Under the Influence Checkpoint Thrown out by Court
Pinellas Driving Under the Influence checkpoint was invalidated. The problem with this case is not with the Plan itself, but rather the lack of evidence that the Plan was complied with in conducting the traffic stop of the defendant. Competent substantial evidence is evidence ''sufficiently relevant and material that a reasonable mind would accept it as adequate to support the conclusion reached.'' See Department of Highway Safety and Motor Vehicles v. Trimble, 821 So.2d 1084, 1087 (Fla. 1st DCA 2002) (citing DeGroot v. Sheffield, 95 So.2d 912, 916 (Fla. 1957)). The checkpoint plan stated that it was to begin at 12:30 a.m. and end at 3:30 a.m.. The Police reports completed by the Deputy, stated that the defendant was placed under arrest at 12:35 a.m. after failing the field sobriety tests. The Deputy was not called to testify and there is no other evidence to refute the time of arrest. The court found that such an exchange would necessarily take longer than 5 minutes. Hence, the Court finds that the defendant was stopped before 12:30 a.m. in violation of the Plan.

Enforcement document and a Driving Under the Influence Wolf Pack were on patrol Friday night. Pinellas County Sheriff's Wolf Pack will be out looking for impaired drivers. Wolf Pack patrols are conducted once a month, on nights separate from the monthly Driving Under the Influence Checkpoints. The cops use intense focused enforcement on certain area of the community, and we believe they sit near bars around closing time. Wolf Packs target drivers under the influence of alcohol, aggressive driving and other traffic related violations. Driving Under the Influence Deputies will be stopping vehicles and conducting this operation throughout the county. Here are results from one recent operation. Wolfpack Update: The numbers are in. The results of the operation were as follows: 5 Driving Under the Influence; 1 DWLSR; 1 Attach tag not assigned to vehicle; 1 Possession of marijuana (Misdemeanor); 1 Possession of a controlled substance (felony); 1 Warrant Arrest (Warrant for Driving Under the Influence) ; 13 Citations; 16 Warnings
Pinellas Cops are Watching from the Air in Helicopter The sheriff's office "can be anywhere at any time" to catch speeders. They're watching bridges from above."The helicopter is up about 500 feet in the air and they're targeting vehicles," said Sgt. Ken Page from the sheriff's office. "They continue to follow that vehicle until we get the correct vehicle stopped." He targets speeders and issues a Traffic Citation that can be used as an intro to a Driving Under the Influence investigation. A deputy in the helicopter is watching two white lines that are exactly 528 feet apart, one tenth of a mile. The sheriff's office uses special stop watches that calculate the average speed for that distance.
Pinellas Cops Using Automated License Plate Cameras
In the latest addition to the Sheriff's Office "Big Brother is Watching" arsenal - two trunk-mounted Automatic License Plate Recognition Systems have now been installed on some marked (photo) and unmarked cars. The system has a camera on each side that optically character recognizes a license plate, then compares the license number to massive databases containing the license status of the registered car owner. According to Thomas M. Manson "Every now and then, a technology comes along that changes the way we do business. Automatic license plate recognition (ALPR) systems will revolutionize law enforcement procedure by providing officers instant information about their contacts via the automobile license plate." It is expected that a single cop could process hundreds or thousands of plates per shift. The databases will be searched, including the FBI's NCIC database for wanted vehicles or plates, for stolen vehicles, for wanted felons, people with outstanding warrants, or outstanding traffic citations. Manson reports, "Scott McCallum, system analyst for Pinellas County Sheriff's Department in Florida, manages data processing for several of his agency's ALPR units. He addresses its success at reading the variety of national plates, 'We can pretty much read any plate in the U.S. As long as it's a standardize[d] plate with a maximum of seven characters, we're not going to have an issue reading it.'"
Cops Watching Bar Parking Lots
Tampa Bay Officers Watch Bar Parking Lots. We recently got some interesting video of testimony from a top DUI Sargeant in Tampa Bay law enforcement. He candidly admits the obvious - cops sit on bar parking lots. We have suspected this for years but, to his credit, the officer in the video tells us they watch parking lots, act on tips received by phone and other types of electronic messages. We have protected the identity of the officer and give him credit for testifying so candidly. Tips to watch locations come from phone calls from Bar Managers, letters, and pictures. He says, "I get all kinds of stuff."
